Department stores, or any place you know that has nice winter coats and look around for sales and clearences. :]
Or you could always check a factory outlet sotre/Ross & TJ macs but most of the times they have nothing.

Hollister's jackets have a price cap of $128 (=D), but Aero is starting to sell jackets similar to them (the whole fur lined type) for cheaper.
