Your guppies won't care about the gravel colour, so it's up to you. Apparently blue gravel brings out the fish colour best, but I prefer dark, natural coloured gravel OR very pale, almost sand coloured, so the guppies' colour will stand out.

You have a fluorescent light, right? You can't grow plants with incandescent light.

Plants won't do much for the water quality... they will help a little, but they won't replace weekly water changes.

Anyway, some easy plants are:
anubias http://www.aqua-passion.com/fiches_plantes/images/Anubias_glai.2004316185215.jpg - tie to driftwood or rock, don't burry it in gravel
java fern http://www.neptuneaquatics.com/images/Java%20Fern.jpg - again, do not burry it
guppy/naja grass
java moss http://www.aquamoss.net/Java-Moss/images/Java-Moss-01.jpg

Your guppies will love it!

Also, do you know to cycle your tank? It is very important. In the wild, and in established tanks, there are nitrifying bacteria that break down toxic ammonia from fish waste and excess food into less toxic nitrates. In a brand new tank, these bacteria don't exist, so any fish in the tank will produce ammonia, which, not being broken down by bacteria, will kill or weaken the fish. So, it is vital to cycle your tank.
There are a few methods. Do you have access to an established tank? These bacteria live in the gravel and in the filter cartridge, so if you can get some from another tank, you can put the bacteria right into your tank (don't let the gravel or filter cartridge dry out). If you do this, in a day or two, your tank will beready for fish.
Another way is to get Bio-Spira. It is the actual live bacteria in a little pouch, and your tank will instantly be ready for fish.http://fishstoretn.com/bio_spira.html

Other methods, which include putting a source of ammonia in the tank and letting the bacteria build up on its own, or putting a fish in and letting the fish produce ammonia (which borders on animal cruelty, because the fish will suffer from the ammonia in the tank), take 2 to 6 weeks before your tank is ready. If you rush that, any fish you buy may die, so try one of the instant methods I mentioned above (bio-spira or gravel from another tank)

A dark blue gravel would be perfectly fine for your guppies. However a very fine black gravel will really add a contrast to your tank and show off the colors of your guppies better than the blue.

Well if you're getting the items from a pet store, the best thing to do would be to ask someone who works there. For the gravel, it really doesn't matter what color it is, usually people use blue. Just make sure it's fish gravel and not actual gravel. For the plants, any kind of fake plants could work but make sure they are especially for fish tanks.

Whatever color goes best with your fish, as long as it's suitable for a fish tank!

I like light blue or aqua because it tends to bring out the colors of the fish better than most others. I don't like white because you can see every speck of fish poop. And you don't have to confine yourself to gravel. I've used washed marbles, aquarium rock, and others. One way to get some ideas is to go to a pet store which sells fish and see which tanks you like the best.

You could really do any color you like. The colors in my tanks match the decor of the rooms they are in and I think they all look nice.
Natural looking gravel, wood, and plants will help the fish act more natural and be more relaxed. (which means they will live longer and be healthier.)

they would be able to tell you what plants are safe for the tank. I never used plastic plants. I used real ones I bought at the pet store.

almost any colour. It depends what you have as a background. What else is in the tank and of course what is pleasing to the eye.
