Women like privacy. Therefore, there are separate toilet. If a woman voluntarily goes to men's toilet it is her own choice. However, if a man goes to women toilet, privacy of at least those who do not like to use men's toilet is affected and it is objectionable.

Once my grandmother and her friend went into the men's rm. by mistake without realizing it. When a man came in they were indignant, saying he ought to be reported. He just looked at them real funny. When they got outside they saw women coming out of the other restrm. Then they realized they had been in the mens's rm. lol! That story's been passed down as a classic in my family. I guess this doesn't answer your question but, I hope you enjoyed it. : )

Because life isn't fair. Now they have unisex bathrooms, but only one person can go in at a time. (I don't want to comment on why they might giggle.)
