It depends on what you buy and with what you compare it. I don't know where you are comming from. I just know, that clothes, shoes, cell phones etc here are less than in my homecountry. Cigarettes are extremly cheap, therefore alcohol and pork is more expensive.
Regarding food I have to say that local products are cheap, importet stuff is expensive. Maybe you have to check where things are comming from. Goods made in China are mostly cheap. On the other hand, quality has it's price, too.
Depends what you buy and what you expect from the product.
Guess you can not generalise it. Just look for certain things at certain places.

Ok, how about an answer from someone who actually shopped in Dubai?
In a nut shell, Dubai is as expensive as Europe when it comes to clothing, more expensive than the U.S. I would assume prices of clothing is 15-20% more expensive than the U.S
When it comes to Electronics, Dubai has some good deals. Look for last year models of DVD players, Video cams & mobile phones, you can get them at a fraction of their current rates in Europe. New models are as expensive as Europe.
What makes Dubai a shooping haven, is the shopping experience it self. Huge malls, much bigger than the ones in the U.S & Europe. Tons of brands, all the sizes you can imagine. Unlike Europe where for example a woman looking for quality clothes has to be thin or else she wont find anything, Dubai has something for everyone, but if you are looking for a cheap shooping experience, look else where.
