Elementary Education covers K-8 grades. Secondary Education covers 9-12 grades. So, if you get a BS in Elementary Education, you will be prepared to teach any grade from K-8. It is during your student teaching year that you are really immersed in actual educational setting, and usually when people decide which level they want to teach at.

You could get a degree in both, if you are willing to put in all the extra work and pay for all the extra classes. Also you should first check with your state's education department because if you are going to get a teacher's certificate there is a different one for elementary school and middle school. If I were you, I would stick with your first choice. It's usually the smart one.

Yes I started off as an Accounting major and changed it to Finance. You can also have a dual degree say one in music and elementary education. If you change your major it should be done after your second year. Speak to your adviser.
