the opposite is true re unemployment, think fo the great depression, i beive soemthing like 33% of the population was unemployed or underemployed. tho you can have low unemployment and be in a depression
re the NW ordinace, taht is true as far as slavery banning went in 1787? was that when it was. slavery was banned but that did not by any means imply that balcks were equal. abigail adams was a very outspoken advocate for woamsn rights and maintained a lengthy correspondance with her husband re his ideals about woman, he did not support womans rights. i can not comment re the first question
