Because SO many of their people are living in squalor and poverty, most don't have time to become sports stars
Also, N Korea's politicies of being heavily isolated from the rest of the world prevent it from becoming involved in international sports
I would wager to say the good majority of it's people have never heard of the Olympics

Because the international community has banned them from most things. They are isolated due to their insistence on thumbing their nose at the rest of the world. Kim Jong Il lives like a King while most of his country barely has enough to eat. Most dictatorships are like this. I think Kim Jong Il chooses not to let his athletes leave the country for fear of defection. That could also be the reason.

How could they have a good sports program, the country is starving, literally, but they continue to build their army. They can't even feed the people, they could probably start a good running program since they are probably all thin.
