The quick answer to your question is "Yes. But you better keep reading the rest of the answer because that's a very limited yes."
I'm not going to beat you over the head with the "it's immoral, it's illegal" stuff. No duh. The presence of the word "underage" tells us that already. But acceptable to whom and in what circumstances?
It's not acceptable to the masses of American Society. And pity that fool if he ever ends up in with the general population in prison-- because convicts have kids too, and they don't like the idea of people diddling with them.
That said, there are probably a number of circumstances-- although rare and unusual-- when it would be perfectly acceptable.
First, get a time machine. It wasn't so very long ago when 12 year olds were married to much older men as part of arranged marriages-- and the sex was part of the marriage.
Second, take your time machine back to Old Testament times. I'm no biblical scholar, but I seem to recall a lot of young girls being married off to older men-- and the sex was part of the marriage.
Third, be the last two people on the planet earth. You'd better be having sex, because if you didn't you could kiss the human race goodbye. In fact, you can apply this circumstance to any low-population, post-apocalyptic scenario. If there aren't very many people left in the world, the age of sexual partners is going to be less and less important to people. See above on the Old Testament....
Fourth, if the sex is non-consensual on the part of the older person-- for example, a 13 year old girl drugs, ties down and rapes the 32 year old man. But even then, it's just okay for the man-- not okay for the little girl: Non-consensual sex is never acceptable. Unless you're a monkey in the jungle. And even then the monkey's don't seem to like it either.
There are probably more. You might even set a record with the number of answers you get to that question-- what are some circumstances when underage sex would be acceptable....
It's not acceptable now in most parts of the world because the risks of having older men and women prey on younger girls and boys outweigh the probable benefits of the sexual relationship. And no matter how mature a young person-- or how mature that young person THINKS they are-- years later things will look a lot different. And nine times out of ten, it will look ugly.

No, though the court concept of age of consent varies greatly around the world. Until recently, a 12 year old girl could marry a man in Virginia for example.
The reason your case is wrong is that the underage girl is unlikely to be able to give informed consent. A 32 year old can manipulate a situation using his position as an adult, money, or other factors to influence the girl. The law is designed to protect children from inappropriate behavior even though the child may not be concerned about it. It's really the same as limits on smoking, alcohol or other activities - while some teens MIGHT be OK with it, the liklihood is that it would be damaging, so society does not permit that activity.

I know people won't agree with me, but I think that "underage" is a very vague and misleading term, because even some 10-year olds are sexually active now-a-days!
To me, if the girl was a virgin and was sweet-talked into having sex, be it a 32-year old or a 15-year old, it is not acceptable.
But she has been sexually active, more than willing and consented, no matter what her age was, she knew the consequences of what was happening and for this reason, I would consider it acceptable for her to sleep with whoever she likes, and should share the responsibilty.
However, it is not at all acceptable for a 32-year old man to feign as a 15 or 16-year old over the internet to lure a girl.
In the end, lets not character-assasinate people who may have been in unconventional but serious relationships.

First - define underage.
Second - differentiate between your nations "underage" and others who define it differently.
Third - define "consented and is more than willing", including possible influences that might effect both people.
This is a nightmare.
If it's OK for a 15 year old ("underage" in the UK) to sleep with a 17 year old, why would it be wrong for her to sleep with a 32 year old?
If it is wrong, under any circumstances, for that same girl to sleep with anyone, why is it rare for prosecutions to take place when the age difference is small?
If, let's say, because you don't tell us, she is, let's say, a few months under the age of consent where-ever you are, will this relationship, suddenly and magically, become perfectly OK on her next birthday?
How can anyone "know" that "undue influence" in the form of money, status or anything else, has been, deliberately or otherwise, brought into the equation?
Successful relationships between people of widely disparate ages are rare, but they do exist. Is it anyone's place to say that those, successful, relationships must be dissolved?
The whole area is rife with difficulty.
Under the law in every country I can think of, such a relationship is prohibited. But, by definition, "wrong" and "always" unacceptable? - I don't, honestly know.

Without even glancing at ANY of the other respondents answers...you used the terms 'man' and 'girl' ..if one of the parties is under the legal age of consent and enters into a sexual relationship with an older adult then the older person is committing a criminal offence.
A 32 year old man with a girl under the legal age of consent is sick!...he is more than twice her age! What kind of man would want to enter into a sexual relationship with a child?
The girls consent to having sex is irrelevant, she is a child!!!

If it happens between two teens, say boy 15 and girl 14 then the less said the better. However if you're talking about an 18 year old adult male having sex with a 14 year old girl, here we have a crime.
Underage sex should be discouraged amongst teens. Putting a stop to it is difficult.
I am not a teenager so am unable to give you any first hand experience of being one in the 21st century, I can only relate to it from my own experience of the 1950s when you simply were not going to get any kind of sex with a girl (in 9 out of 10 cases) until you were at lest engaged to be married and the bans had been read out in church.

No, it would not be acceptable. The 32 year old man has a responsibility to the young person and make it clear to her that it is illegal and that she may not be ready to do this even if she "consents". In many cases like this the girl has probably been "groomed" into believing it is what she wants. He should act responsibly, tell the girl to be patient and not give in to his own desires. He could do a lot of damage to her!

It would always be wrong for a 32 year old to have sex with an underage girl. However, if a 16yr old has a 15yr ol gf and they have sex does that make him a paedophile. I don't think so.

The legal ramifications may be a bumpy road... but, if she does love him and respects his age and intelligence, and if he is in fact 'intelligent' (meaning competent to represent HIMSELF in court as a "Pro SE" Defendant, being cognizant of the exercise of the law and the hypocrisy of 'representation' and 'counsel' so that he is not sold out to the "prosecution" by 'lawyers') and can trust this young lady, he could beat the case if he was ever charged... namely by a "Motion to Dismiss" based on insufficient evidence. So damn the so called law...
From personal experience, although, the long term effects of a relationship as such may range from 'worthwhile' to 'worthless'
depending on the nature of the two persons involved... take Kimora Lee-Simmons and Russell Simmons for example.
Most mature women are against it simply because of jealousy of the male desire to have such a relationship with young women.
