Yes, it will be cold. Heck, it's often cold in London in June :)
London occasionally gets snow in January. The average temperature will be about 35-40 deg. F during the day, 25-35 deg. F at night. Frequently windy, making it feel colder. Very short days (their high northern latitude means only about 6 hours of sunlight on average in January).
Pack jackets, warm gloves, scarves, warm boots. Bring warm long underwear if you have it. Many of the buildings and public places (like on the Tube) will be somewhat over-heated, so you'll come from freezing cold outside to really hot inside, and you'll need to be able to shed layers quickly to avoid being very uncomforable.
Oh, and bring an umbrella...:)

Just came back in November, [for Thanksgiving] and was there also January 2006.
YES is it cold, and sometimes rainy. Best bet, is to take some Long Sleve Flannel Shirts, and some Vests [insulated].
I have a Columbia Jacket, which is water-resistant [not water proof] But I keep in the pocket, a poncho type disposable one [at Wal-Mart, two pack for One Dollar]
Stayed in a BB in the Victoria Station Area. Don't book in advance, but walk out the back of Victoria Station, turn left and go down Bellgrave Road. There are about 50-BB's there in that area.
Both in January and November this year, there were Many Vacant places with Rates in the windows. Expect about 40-Quid/Pounds per night.

FYI, london trains are the most expensive in Europe. Oh yes, I booked the EuroExpress through the Chunnel, here in the USA for about $116. At Waterlou station the tickets are $220 USD.

We had the warmest Autumn on Record and so far December is also breaking records. Some strong winds and plenty of rain, but little or no frost. January is sure to be frosty, wet and windy so bring a raincoat and some heavy jumpers/tops. Have a great time................... and happy Christmas.
