Mehmed V (his brother Mehmed VI after 1918) was sultan of the Ottoman Empire during World War I.

Enver Pasha was both War Minister and Commander-in-Chief of the Ottoman Empire during the war.

Franz Josef was the emperor of Austria Hungary.

However, if you really want to know who was in control of the Ottoman Empire during World War I, research the "Young Turk" party (or simply "Young Turks). This was a group of young army officers (of which Enver Pasha was one) who were primarily responsible for the Ottoman Empire's entrance into WWI and their alliance with the Central Powers.

Franz Joseph was Austrian Emperor, he died in 1916, then it was Charles I

Franz Josef was the Austro-Hungarian Emperor from 1848 (I think) to 1916.
