People try to speak different languages even if they don't know it. Some poeple try it jokingly, and others attempt to guess. I don't think others believe that they are better than those who speak the language fluently.
But it angers me at times when strangers put random sounds together and pass it off as a language.

My guess would be arrogance. But then again, it depends on the circumstances. If the person is trying to learn a particular Asian language, they're going to make a few mistakes at first; everyone makes mistakes and sounds weird when trying to learn a new language. If you're talking about people who try to mock Asian languages because they think it's funny, I find that VERY annoying, even though I don't speak any Asian languages fluently. I don't approve of anyone mocking any language.
By the way, I admire people who have learned to speak English, whether or not they have a thick accent or make a few grammatical errors now and again. It's a difficult language to master, even for native English speakers. And for people whose native language isn't even in the same language family, it is exponentially difficult.

Gee, I wasn't aware that the people living in the Caucasus moutain region of central Europe spent a lot of time trying to mimic Asian languages...?
Those are the only "caucasians" in the world. Other people with light skin are mostly (but not entirely) of European descent, but they're most certainly not "caucasians."
Now as to your question: not entirely sure what you mean -- are you making fun of people who make fun of other people's accents? I mean, I speak 3 Asian languages fluenty, and have been told my pronunciation is very good, so I'm not sure what you're getting at...?

Wow - first of all, I have to address the PREJUDICE in the question -- why make a racially charged remark in your question in the first place?
There are two types of people in this world -- those who are prejudiced, and through their hate -- they will make racially charged remarks, and make fun of the way people speak, read, write, or communicate in any mode ... and ... that is NOT acceptable or funny .... It just shows to the world how much of a Prejudicial, Arrogant Jerk the person is in real life.
Then ... there is the person who is visiting a country (not of their origin) who is struggling to learn a NEW language -- and they should be COMMENDED for their efforts -- because it is NOT a way to make fun of others - it shows RESPECT for the way of life and culture of where they are visiting or living (either temporarily or for a period of time). This can include those of us (like myself) who are stationed in various places through the US Military Services -- and yes, while I was stationed in other countries -- I DID want to learn the language and customs of that place, and did practice my newly-acquired language skills ... sometimes to the amusement of those around me (somewhat humbling), who politely then would help me with my pronunciations ... and it was a JOY to learn the new languages (and now I speak several languages).
Now ... about the word "Caucasian" -- this refers to peoples whose origin is in the Caucus Mountains -- and not all "Caucasian" looking people have that lineage through their geneological tracks (Family lines).
