So, for tap dancing, you need to take classes so you can learn how to do it. It takes years of practice to become so good that you can do the "fancy tap dancing" how you called it.

For the hand clapping, I'm not sure exactly what you're talking about but I'm sure that it takes practice for that too. If you're talking about dancing that is done with hand clapping, I'm sure you can find classes for that too. It might be easier to find them if you live on the East coast. Just look for classes.
