if they are thinking about it it`s at the front of their mind.....i think i`ve confused myself with this Q

You're right. Most people are lying when they say that what they are about to say has been at the "back" of their minds. It has been at the front of their minds and what they want to say is meant to advance some plan of theirs. By telling you that the idea has been at the "back" of their minds, they are trying to hide their true motives and obscure the importance of your choices to their own plans. They want to present some of your options as being most favorable to you, when, in fact, your doing precisely those things is most favorable to them.

Generally this means that it is something someone just cannot remember the answer to although they know the answer they just cannot think right at that moment in time when asked what it is. That is why they say back of the mind as they cannot get it to the front.

Various reasons. They're trying to kill time...they think it makes whatever crazy idea they're about to say more subtle. It's an incorrect expression, seeing as the back of your mind would probably be your sub-concience. As in, what you dream? Why does anyone say anything? Answer to life--ask another question.

is it because the primal basic parts of the brain like the thalmus is at the back whereas the consious thinking parts were developed later and so are nearer the front?

It's basically saying they have not givin it much thought. We don't say front of the mind because it don't sound right really .
