I am sure that its not a problem in your DVD drive, cause it has only two cases, it may read the movie or not, that all, but if it read it then the problem is in your software, you might need to do one of the following:
1. Reduce all graphics offered by Windows XP, by right clicliking your computer, then go to ADVANCED Tab then to Performance Settings and select Adjust for best performance.
2. open task manager while you are watching a movie, you may have spyware or virus, if your CPU is 100% or somthing high, I would advice you to install SPYBOT, you can download it free from www.spybot.info, it will slove this problem,

It may not be your DVD Player. It sounds like you may have some resource issues. When you said when you shrink the window it speeds up that is what leads me to a Resource Issue. Smaller Windows = Less Resource Requirements.
Either you have installed program(s) recently that are running when you are trying to run the DVD. You would actually be surprised how much background processes some programs add when you install them. Or you might have Spyware/Adware/Virus has been installed and running that will slow your computer down.
Make sure your Anti-Virus software is up to date. If the Anti-Virus software is not running Anti-Spyware also then download a Spyware program such as Ad-Aware from lavasoft.com. You can also go to trendmicro.com and run their free on-line virus scanner as a second option.

Sounds like you need to enable DMA. Go to the control panel, and click the 'system' icon. Now go to the device manager. Under 'IDE/ATA ATAPI Controllers' double click on primary channel. Under the 'advanced settings' tab, look at 'transfer mode' Be sure this says 'dma if available'.. if not, select this for device 0 and device 1. Now click 'ok' and do the same for the secondary channel. After clicking 'ok', be sure to reboot.

sounds like you have some redirection going on spyware malware stuff of that nature try www.ewido.com they have a free online scan on the left side you will notice a scan now in orange click that be sure to have the pop up blocker disabled accept the plugin that pops up and scan and clean your c drive delete all temp files and that should improove performance drasticaly
