No checking account? How will the lending agency know if you have the ability to pay it back without a checking account?
Find a credit union that you can join and join it. It usually takes a $5 savings account to join. Open a free checking account and keep it active for a short time.
After a little time, borrow some money- not much, about the same amount as you have in checking. Pay it back over several months- about 50% more than the minimum payments.
Your credit score will improve by doing this. Do it again, and your score will improve even more. By this time, you should have some cash in checking, a few months of good credit, and be more able to take out a needed loan.
Sure- there are other ways. Payday advances, etc.- but the interest is killer, and they almost always hurt your credit score, and cause more problems down the road.

if you go get a checking account then that same day go to a check advance place. they will automatically let you borrow $100 on a starter check. there was a girl i went school with that just got a checking account and went to 4 places in one day. And she had a fake id. don't know how she did it but if she gets away with it I'll be shocked.

Bad credit is one of the worst problems to have... however there exists a solution.
I will hereby talk from my personal experience.
I did debt consolidation a couple of years ago, however If I had to do it again I would pay to some minor details,
if someone wants to get out of debt today it is pretty easy with a debt consolidation plan, however it may get a bit tricky at times, I suggest you get as much information as possible online on this first,
a good place to start in my humble opinion is astraight to the point ebook with question and answer I found :
