You can place the blame squarely on 535 member of the US Congress who each insist on having a piece of NASA's budget in their district or state. They have micromanaged our wonderful NASA into mediocrity. NASA could do wonders again if only Congress would get out of the way.

Kennedy's directive was do it at all costs; it was a cold war and we needed the PR on the side. We put the billions of bucks into it and made it a national priority.
I think the present program is a second rate PR move to take peoples' minds off other issues. Why so long ?? Well we threw away all the technology we developed in the 60's and need to start all over again with a much lower budget and priority. We have to re-invent it. We can't use the old stuff because we never grew it and let it evolve. It's obsolete and there's no one left who knows it or could build it. It would have been better to let it be upgraded as new technology became available but NASA sold the ISS (funded by more than us) and the shuttle to save costs and stay alive. It was basically a waste. I have no idea what the benefit of the ISS is.

Hopefully, they'll do more than hit a golf ball this time. The big advantage in going to the moon is that it's gravity is 1/6th that of earth so the atmosphere is much thinner and we'll be able to see the universe much better. We'll also be able to see things on earth, like the weather much clearer. If man is ever going to travel the universe, the moon is the perfect home base.
The planets go Mercury, Venus, Earth, Mars so as they say we're the third rock from the Sun. It's a long way to Mars and Mars is much farther from the Sun, so will be very cold and very dark. We've got a few pictures back from mars, but we've sent dozens of other space craft there and never heard from them again. It will be a very long time before we try to send a human that far from home.

NASA never went to the moon. It was all staged at area 51. The president is trying to brainwash the American people and divert attention away from the horrific fiscal policies he has made by cutting essential programs to pay for the Iraq war.

The answer to this question is easy! They are taking the time to get to the moon because they have never been. If they had been to the moon in the 60's, don't you think that they would of put man somewhere else in the crazy technology of the new millennuim?

It hasn't been important for there to be a mission to the moon. It was a goal in space exploration that was met. Since they've achieved the goal several times, they've been more focused on setting their sites further.

One problem is because the huge buget cuts that causes nasa to care about how much money ot use. another problem is that nasa has become extremely cautious about how to launch and when to launch.
