glass windows get very moist and wet and run if cold and the heat were to be farther away from them. It is the best place for registers to be at windows and near doors where all the moisture would be accumulating due to the cold air outside hitting the non heat circulating windows and you would then have a moisture problem and sticking windows and doors. Believe me there is a reason behind what seems madness.

The logic behind putting a heating vent under a window is that during the winter when cold air is coming in through the space around the window, it will be warmed immediately by the warm air rising from below the window.
It's not correct to say that it's redundant. Redundancy would be if you put an air conditioner under the window and ran it in the freezing cold weather.

Strange, but I've never lived anywhere in the USA that had heating ducts under the windows. The British put steam radiators under windows. This stops the cool air that comes through the window from entering the room and the draft from the windows helps circulate the heat.

if u put it on the other side of the room, then the side with the window would be freezing in the winter. it's only redundant in the summer... but then the vents should be delivering A/C - not heat.

Yes it is redundent but there is a method to the madness. It heats up the air that leaks through your windows so you don't have cold drafts.
