What you are experiencing is a higher than average differencial pressure plain. This is probably due to having an older home which isn't as airtight as houses built to today's standards. Naturally heat rises and escapes, slowly, through the roof while return air is bieng introduced from voids in the foundation walls.

With a lot of these voids, (common around old or poorly installed window and door casings) this air movement takes place at a higher speed. The air coming into the basement does not have as much time as it should to heat up making your main floor feel cooler than it should.

Your solution to this problem is to caulk and insulate around as many of these voids as you could. Extra insulation in the attic would help.

In addition to closing the cold-air return vents (near the floor), if you have an upstairs ceiling fan, reverse the direction to push the warm air downstairs.

I would suggest that you have a pro come over and look the situation over. You need to do some research on a zone system or if you have a really large home 3000 + square feet, then you might consider installing a separate system up stairs.

Turn off your vents upstairs (assuming it's forced air heat). For a temporary fix move the upper air down with a fan.

Close the vents upstairs a little.
