Having had a rough day at work in which I had to deal with a stupid person, I was going to say "No, sterilize them all!"
But then I got to thinking, "Stupid by whose standard?" Since my IQ marks me as a borderline genius, a person with an average IQ is going to seem stupid to me. A person with a genius IQ will see people with a borderline genius IQ as stupid and those with an average IQ as downright idiotic. So, if a law were passed to ban stupid people from reproducing, what would the standard be? If it were average, then would overly bright people, as well as borderline geniuses and super geniuses be encouraged to breed more? Furthermore, what would happen at that point in which all the stupidity would be bred out of our species? Will any of the new species of geniuses be willing to flip burgers or mow lawns for a living? It's highly doubtful. Our culture and species needs all types of people to function. So, yes, stupid people should be allowed to breed, too. (Although I'm probably going to regret saying that when I come into contact with a stupid person again.)

If a law was enacted how would you enforce this law? Chemical sterilization? Also what is your bases of stupid, do you mean a set standard of IQ points between normal and retarded or are you just going to use a standard you decided to make up yourself.

It's sad to admit but a couple both with down syndrome shouldn't have children in my opinion. Life is much too hard with a full deck, never mind if your deck is split.
