Because they can. People rarely demonstrate ethics or good moral values. We obey laws because we fear getting caught not because they are the laws and we should obey them as our agreement to live according to a social contract. We cut corners when we think we won't get caught and by doing so erode our conscience until it is nothing more than a vestigial entity. It atrophies and each succeeding generation therefore becomes more lawless and less conscious of our need to maintain order.

No, you dont have to be related you just have to be driving with someone who is 18 or older with a valid drivers license. Because if it was that way, how would ppl who are an only child and the parents work all the time learn how to drive if they had to drive with only a relative??

The success of laws passed depends on peoples respect for them. If lawmakers passed a rediculous law that no one felt was necessary or effective or even serving a purpose, they wil not abide by it..for example: Texas just passed a law banning people from washing their car on a tues unless its raining (not a real law by the way). If people think its dumb and an infringement on their rights, they will rebel against it. Plus, forthe law in particular you mentioned, teenagers like to rebel in general (don't hate Im 17, i know). And for the record, ive been the extra "illegal" person in the car many times. Mostly out of necessity than rebellion though

because it is a new stupid law. idk how many people know about this. there could b other reasons like going together as friends, saving gas money, only one car, etc. all these add up to break the law. and its not that serious to my knowledge
