Sometimes women might wear a layered, blue tank top and plaid black and white shorts. Then they might wear open toed black heels with blue and white stockings really up high. It might be sexy because of the slutty part - shorts. You have to wear really short shorts with long stockings to complete the look. And some sick men think that's...sexy.

Stockings are thicker than nylons and are worn more in the fall and winter. They make only stockings for little girls as well as baby girls, not nylons. I wouldn't call them slutty like the person above me said, unless you're only wearing stockings and nothing else. But who walks around like that?
I'm not sure what you mean in the second part of your question. Depending on what you wear them with though, they can have a positive or negative effect. For example...stockings look great with a knee length or mid thigh length skirt and knee high boots. It's more of a Fall look. Stockings look horrible when you wear them under shorts. I've never even heard of that being called a sexy look, or a look that men like...I don't know where she got that from! Or if you are mismatched, since they do come in an array of colors and patterns, they can look not so good if you're wearing striped stockings with a plaid skirt.

I wear stockings because I work in a dressy office and bare legs are not allowed. I refuse to wear pantyhose, and wear stockings and a garter belt, because they are more comfortable and much more thin and sheer than any pantyhose could be, because they do not need elastic in them. they are very expensive, $10 to $25 a pair, but well worth it for the comfort, classic style and beauty they add to your legs. I have great legs, and stockings make them even better.
They look sexy, because a pair of legs in sheer nylons are way sexier than a pair of plain bare legs, no matter how shaved and creamed and pedicured thy are. Women always look sexier in nylons, and in the professional world they are requires just as socks and a jacket are required for men.

Stockings enhance the look of your legs and are much dressier than bare legs. Maybe I'm old-fashioned, but I feel as if I am not completely dressed if I am bare-legged. Although I often wear pantyhose, I think stockings and a garter belt are a great idea.

some people wear stockings simply to hide the flaws on their legs especially if short skirts are also worn. also it is worn to protect the feet from damage in close shoes with heels and to keep the legs from rubbing together causing discomfort. silk stockings can look and feel sexy.

I think stockings look sexy, but I prefer to go bare. I have nice legs.

stockings are worn when going for a job like airhostess,etc...
they look sexy because all the blemishes, hair, everything gets covered....

it may protect from cold. it gives good shape, thats the reason it looks sexy.
