Keep it simple, but Christmas-y
Get some really pretty Christmas mugs-1 for each on your list.
Buy some "GOOD" hot chocolate (like the Hersheys flavored Hot Choc) or coffe/cappacino mix pouches...depending on the recipients taste-making sure to have at least 2-3 pouches/mug.
Place a few pouches in each mug along w/a candy cane or peppermint stick to use as a stirrer.
Get some type of Holiday candy....Hershey Kisses, Mini Resse cups, Fearro Rouche (however you spell it! LOL) or Ghiradeli...something to toss a few in each mug as a filler. Wrap some netting or cellophane around the mug-tying it off at the top w/curly ribbon and adorn w/a cute, inexpensive Christmas ornament of some kind that maybe has the year noted on it.

I did a smaller version of this for all my co-workers, and all said how cute/thoughtful it was. I also made cute little note cards attached to them saying "Let it Snow"

Some other simple "$10" ideas:
**Gift cards to their fav restaraunt or store (you can cap at $10 each)
**A gas card for those who may have alot of traveling to do over the holidays. $10 may not seem like a lot towards gas, but every little bit helps!
**Bottle of Wine for the Holiday or Med-range champagne to toast in the New Year...Or whatever their "spirit" of choice is!
**Local sports team sweatshirt/tshirt for the jocks in the family!
**Scented candles w/ a pretty charger plate and long click lighter.
**Movies can always be found for a good price as long as it's not a REALLY new release!-Pair it w/a box of Microwave popcorn for a movie night!
**Music cds
**books, novels, puzzles--they make some really pretty ones! GREAT for being snowed in w/elec out, fun to do by candle light!

**For little-ones, a gift basket full of "craft items"--crayons, coloring books, play-dough, construction paper, stickers, small btl of glue or better yet a glue stick, foam cut-outs-they even make them w/the adhesive peel and stick backing...things to keep them busy on those snowy days and spark their creativity!

**If you have a cookie or other goodie recipe that you make really well, make a few batches and give them as gifts in either pretty baskets or tins that can be found at any dollar store. Print out the recipe at home on some pretty parchment paper to include.

A good one I did for my daughters teachers and others that I needed a "token" gift for was called "Holiday Hugs and Kisses":
Get MINI pretzels and place them in a single layer on a baking sheet. Unwrap Hershey Kisses--ANY flavor, but not the filled or Almond)--and place one kiss on each pretzel. Place in the oven at 250-300 for just a few minutes, keep an eye on them and take them out when they are just soft enough to place and another pretzel on top and press down as a "sandwich". Press down just enough to spread the kiss out over the full diameter of the pretzels. These taste just like Chocolate Covered Pretzels but are SOOOOO much easier to make! And they look ADORABLE! Give them in a cute little candy jar or tin, whatever container you find would be fine, and just dress the container up w/a fabric ribbon or other embellishment.

I've MANY more ideas...but this should hopefully get you started!

Why not just make up baskets for several together? Like bake cookies,get some cheap candy put a basket together. Or get a Summer Sausage and a few things of Cheese and a couple of boxes of cheap Crackers and make up a basket. Or what about a candle for each of them,if they are adults. You really didn't explain yourself so just tossing out ideas. Hope some help spur you into your own ideas. Merry Christmas

If you are a baker, then whip up your signature treat, arrange and wrap festively, and voila!

If you have lots of photos of you and that person (or persons dear to them), why not gussy them up by having them (re)printed, blown up, or made into a collage? You can find some nice-looking frames or little scrapbooks for not too much money. For example, I've put together a little scrapbook of photos from one of our dates for my fiance, making it into a sort of storybook, and I've done the nice photo in a nice frame for grandparents whom I rarely get to see.

If you like writing, why not write the person a long letter or make your own story? I'm not talking about the classic Christmas letter; I mean a personalized letter retelling your fondest memory of that person, describing your favorite quality about them, or passing along stories (especially if you're older or have had exceptional experiences.) So few people send hand-written notes any more that this will stand out. Package these in a nice card with a little treat of some kind.

Or how about home-made gift certificates offering your time or services to someone? This is especially good for someone close by or for an older relative or friend. Offer to take the person out to dinner, a ball game, or basic errands (this applies equally well to young and old folk without cars. Or suggest that you come make them a nice dinner, clean their gutters, or set up or fix their electronics. Again, package these nicely with a little treat.

For children: deco alarm clocks and miniature flashlights will amuse them for hours. Also, anything with magnets(believe it or not)

For adults: Find a jigsaw puzzle that relates to their particular hobby, or interests. A jigsaw puzzle of an old barn is not very apealing to most folks. But it is to someone who is always recalling how wonderful it was to live on a farm.

If a person likes optical illusions: There are jigsaw puzzles that depict those too.

There are a lot of jigsaw puzzles related to Sports; for the folks that are sports oriented.

A religious jigsaw puzzle will really hit the spot for those loved ones that are religiously oriented.

Also: Some "cross-word" puzzles deal with specific interests; like sports, or vacations spots, or movies, or whatever.

All these items are very cheap, but if chosen correctly, they can be personal, It will prove that you have been listening when your loved ones have talked about their interests in life.

Go to your local craft store for ideas, another good place is craft shows. You can often make things for very little cash. Go to your local dollar store and get baskets, you can make up gifts for little money there also, especially for children. Silly gifts go over fairly well, crayons and coloring books, slinkies. Just think about what Santa left in your stocking when you were little. Maybe make cookies for people, you can get cute serving trays at the dollar store to put them on.

1. get some fimo or paperclay and make small ornaments, boxes, fridge magnets or even picture frames.
2. buy some small baskets and make up gift baskets with a theme eg. pamper kit - bubble bath and lotion, nail care kit - nail polish and handcream, .....etc. instead of baskets, you could sew up some drawstring bags containing the goodies.
3. make up some IOU cards - ie IOU a car wash, IOU 3 hours of babysitting.....etc - put them into a nice envelope and wrap with a ribbon. the recipients can claim your "gift" whenever they like.

if ur good with crafty stuff, go for that. u could make cards, picture frames (get plain frames and add stickers and shapes and whatnot), anything of that nature. Let's see.... dollar stores or walmart works. U can get lotions or candles or anything cheap for around the house like oven mits, towels, etc. cheap but cute jewelry. hair stuff, lip glosss. all these work and they r cheap.

$1 stores will have some good ideas for cheaper prices.

try making some. The materials will cost much less, and the receiver will feel touched.

Jewelry
hand-painted picture frame (personalized)
I just made napkin holders
stationary with maybe their photo
decorate candle holders
bake

OR.........hit up the outlets with coupons

try revamping any old stuff u have, if u can draw, then try givin ppl ur art 4 xmas, if u sing, then make them a cd, do sumthin fun and unique to make up 4 the fact that u are cash strapped. or offer them a free service...babysitting, and so on to fit the person's needs
