This early intervention law affects students at need. Previous to this intervention was often not begun until preschool, which is too late as the child's learning curve is most dramatic as speech, language and motor skills develop in the first formative years. This sets up a program where the state agencies and the schools cooperate and it also , interestingly actually puts some responsibility on the parents.
