Is there a law that says most female character voices, whether original or dubbed, have to sound mousey?

Not at all. In many Asian countries, it's considered a sign of femininity to have a higher voice, and on average, women there do speak in a higher tone. There and here, the lower and more booming the voice, the more authoritative it seems to listeners. That's why contraltos are the most popular choice for female announcers, by the way.

No, animators do that to make their female characters seem more appealing and feminine. Having high and "mousey" voices is often stereotyped as attractive in Asia.

no there isn't any any laws....

take Rukia from BLEACH

for example she doesnt sound mousey.....
