Yes, but you need to break oil particles into little pieces so it will mix with the water. Just like fat(insoluble in water) in your body is broken by bile that is produced from the gallbladder and then it uses several enzymes to transport it intro the rest of the cell in the body to produce energy.

Not by just putting them together. The water will go on top of the oil because the water is lighter. They have different densities.

nope-can't be done.
the emulsfier doesn't mix-it simply reduces the size of the oil molicules to the point they are not as noticeable. they are still not mixed.
