Does anyone know of a cell phone plan that costs < $25 a month from a carrier that offers camera phones?

The only way you're going to get away with less than $25/mo would be with a prepaid carrier and you'd not be able to use very many minutes a month at all. It'd also come out of your card value if you sent picture messages to other phones. See if you can get a few friends or family members together and go in on a family plan. Many carriers offer additional lines at $10/mo for each additional phone. You get 4 people together you could get away with $20/mo or so.
