Yes. It will cost you 99 cents per minute to use your phone there unless you pay the extra monthly for frequent world travellers. Even still the rate would be 59 cents per minute.
Coverage is provided by Telcel and Movistar which both use 1900MHz, same as the US so all Cingular GSM phones will work there. Both carriers cover Cancun well, but Telcel doesn't have any towers on Cozumel so you would only get a usable signal on the west side of the island. Movistar has towers there so if you get poor reception with Telcel, select Movistar through the menus on your phone.
Call Cingular and make sure international roaming is active on your account before you go. Have a good trip!
