They have their skin airbrushed, up close it would look very fake, but when you see it from a distance or in a magazine it has that shiny look. My sister works with models for a major catalog and she said alot of the models' skin is so horrible before make-up because many of them smoke and have very poor diets and little sleep Not All Models. These are Victoria secret models and polo, Calvin Klein models.
If you want a nice shimmering glowing look I would try a mineral makeup, bare minerals is great and you can get it for reasonably priced on the QVC website

They use either a highlighter or a illuminating base. Try High Beam from Benefit, dab it on your cheekbones and browbones or a illuminating base from the Barbara Daly collection in Tesco, put it all over your face and apply foundation over it or mix it in with your foundation for a illuminating glow!

Jergens Soft Shimmer ^^
Try jergens, it's really good. I've used it for more than a year now and it really works well, especially the mosturizer for very dry skin.
