Right click an area of the toolbar, you should see a dropdown menu with a choice to Use Small Icons. Click.
Also, maybe you have too many add-on toolbars, such as Yahoo's and Google's, or others. Are they ALL neccessary?

IE7 is still working out some bugs, so thats why i did not download it. What I would do is un-download it and re-download it when the bugs are fixed.
