Verbal harassment from officers is a widly accepted form of control over civilians. You can only sue if they beat you up for NO reason and like the other guy said, you better have clear evidence.

First off your stereotyping. What does a black pimp look like? It also depends on what you mean when you say harassing. If the police are using derogatory terminology when speaking to you (ex boy, or dickweed) then you are within your rights to contact their supervisor. I don't believe there is any laws against being insulting. If on the other hand they become physical, or threaten to injure you and you have not given them any provocation you may press charges, or sue. You will need incontrovertible proof, like a video camera showing you arrive on the seen, then the police, and you been very polite; then they get physical.

The question strikes me as a little dodgy, are you trying to set someone up?
