They do have several predators including wolves, coyotes, bears, pumas and of course people.
They are still rodents, you must remeber that, and rodents by nature and evolution are typically scared of anything larger than themselves, so it woudn't surprise me that they would also be startled by soemthing like a moose or deer that would approach them.
The only creature that would possibly give them a startle underwater would probably be a large pike or musky, or possibly a snapping turtle. These would be their only underwater predators, and that only really applies to when they are young, once they are over a year old, they only have terrestrial predators to worry about because they have outgrown their aquatic threats.

LOL I had 2 beavers as pets who were rescued. I can tell you that while they have predators like BEETLE mentioned wolves, coyotes, bears, pumas. I can say with absolute certainty that they are unlike thier other flighty, easily scared rodent relatives. Beavers in fact are extremely capable of defending themselves and they do it quite well, not only by thier aquatic dwellings but with thier extremely sharp and powerful incisors. Beavers can weigh over 55lbs even a wolf has to be very careful if he wants to kill and eat a beaver because they can fatally injure a wolf with no problem. Where I used to live at a hunting camp, there was a dog named Sara she was a Siberian Husky and quite the adept huntress, until she met a beaver who she tried to snack on, the beaver ripped her belly open from between her front legs to the back and her intestines were hanging out, luckily she lived after a visit to the vet but afterwards it was her who feared beavers not the other way around. So while a beaver may fear getting killed by a predator, they will fight ferociously to defend themselves and in most cases they seriously injure thier attackers. I doubt an animal that can rip open a dogs stomach, and bite through solid wood would be afraid of any fish or large herbivore because they can defend themselves quite well even against thier predators.
They are like no other rodent on this planet, they are not very easily scared and they are very big and quite powerful enough to drag trees around... The 2 baby beavers I had were the sweetest little guys you ever met, they would walk with us down to the lake for a swim, and they sound like human babies, and they were very sociable and not at all skittish of anything. They werent even scared of us the first time they saw us and they learned right away that they could boss us around and they would bite your clothes and pull them when they were hungry or bored I miss them alot they were incredible!!

beaver are afraid of overly large or hard wood because if they put more in their mouth than they can handle sometimes they gag.
