there are a lot of sites that you have to pay to have access to, but I have never heard of one charging extra on your internet bill- these sites and your internet provider work completely independently of each other.
You would go to a website, pay a fee using your credit card or bank card and then you would be given an id and passcode in order to access the site- this happens once you have already paid.
Some sites will give you a free trial- most of these still require you to enter your credit card info before you are given access to their free trial- I guess this is so they know that you are serious about considering membership and you are not just messing around on their site for freebies
