Sending someone else's pics w/o permission is wrong under ANY circumstances, simple as that.
Smorby Claus has had the pleasure of taking some, um, "memorable" photos of a few of his elves over the years (seriously), but always with the understanding that they were for personal viewing only.
The lovely and adventurous ladies who found this to be a turn-on would not be so turned on by the idea of untold numbers of complete strangers, or, god forbid, someone they know, seeing
those pics, and I will not breach the trust and intimacy that those photos represent.

Depends on the relationship lol. Taking pics nude and sending them to your spouse wouldn't be wrong.
Putting pics of someone in public, especially immodest ones, is much worse, and much harder to undo.
Tho if someone is sending you pics uninvited, and you're thinking of sharing them in retaliation -- go for it. It's not without permission, when they sent them to you they gave you permission to do what you want with them (ok, provided it was their pics to begin with). The exception to this would be if it was pics of your spouse, then you should still maintain their privacy.

sending nude photos of someone without permission is by far the worst. at least if you have permission, they can't get as upset with you.

I have been a victim of identity theft (someone used my photo on a dating site and pretended to be me.... Naturally without my permission) So I think the second one is way worse...

If you are talking about sending pictures of someone, like your girlfriend, to some of your friends in email against putting those pictures on a website, those are both wrong of you. There is no weighing which is worse. They are both twisted.
