There's also PhotoPlus, http://www.freeserifsoftware.com/
and Irfanview, http://www.irfanview.com/
But if you're looking for something that is easy to use, Paint.Net would be my choice. It doesn't have every feature of Adobe CS2 but it has a majority of them and is far easier to use.

do a search on the internet for free graphic programs for windows there is alot of the out there....
most are for linux users... linux windows is free to download... and with Suse Linux very thing is free someting like 1000 programs that leave ms standing in the mud for free programs lol
