Go to www.godaddy.com and they have the host space or sites for you to get started and it's pretty cheap. You'll be able to customize as you want. It's a very good do it yourself site and prices start from $6.99 on up. Better to go to a pay site so you can own your own domain name without someone stealling it from you.

It is possible to download php code from a free source code site. Another option is to use proboards.com, which allows you to host a forum. It gives you options to customise the forums. Both are free.
