I am on a budget of 40$ for my 4 best friends. I don't want something cheap and cheesy.

Get them each a ten dollar gift certificate to a good place to eat and all of you can then go out to eat together.

You're getting some excellent suggestions! Last year a friend knitted me a beautiful winter scarf! I cannot knit, or that's what I'd be doing for my friends. Otherwise, a think a nice scarf from a department store could be found for around 10 bucks, and that would be a very nice gift. All the best!

You know what I would like? A letter on pretty stationery telling me how much I mean to someone. Something with some thought in it. Nobody gives a gift like that these days.
I made up gifts for some friends with a $5 starbucks card and a votive candle and hand lotion once, like a mini spa treat for moms under $10.
It's nice of you to care so much.

How old are your friends?
How about a candle in a little tin that says something about friendship. Or a Christmassy candle for each of them.
You could get each of them a matching fleece hat and glove set if you guys are a little older. That way when you all go out together you can match.
How sweet of you to think of your friends, when most people can only think of themselves at this time of year.

If they are all females give them lotions form Bath & Body they also have lotions for males. They have great scents this year they will ove them. And you can mix and match for as little as three to four for 20 dollars.

Cover some shoe boxes with Christmas wrapping paper or baskets sprayed with red or green paint. Fill it with their personals i.e., toiletries or fill them with whatever their favorite fruit or candy is.
