Was there a "Hello my name is Simon" before the Saturday Night Live sketch? Maybe it was a cartoon?

Yes, you are correct! It was called "Simon in the Land of Chalk Drawings," and it was aired on a Nick Jr. show called "Pinwheel" in the 80s. The actual Simon cartoons were originally made in England by a company called Filmfair in the 70s.

Simon's theme song had him singing:

"Well, you know my name is Simon,
And the things I draw come true..."

No. Anything close to what you are referring to was done by Andy Warhol, but nothing really touched on that same sense.
But there was no way they would have made a cartoon around it.
