fluid in power steering was a litte low, and its been very cold almost zero degrees outside. seems to be connected to the power lock on the steering wheel? please help!

If the fluid is ok then check the belt to see if it is loose. If it is not the belt, then I would think that the pump must be going bad.

You did'nt say what kind of car you had. Most likely you pump is getting ready to fail. It could last a long time or give up at anytime.Check the belt to make sure it is adjusted properly if it is and the fiuld is full than maybe you should have it checked by a repair garage.

ok since its low that does have something to do with it but i swear this is no joke.. use brake fluid in your stearing fluid.. its "stronger" works better... especially if its as cold as you say it is..
