Depends on if your visiting from abroad as I'm sure they raise the age limit to 21 or even 25. I think its at the discrepancy of the lease company so contact them directly.

I think from the knowledge of working closely with a hire company, It depends on a companies own policy. I think however for insurance purposes, You will need to be 21 yrs of age.
Spend sometime and phone around, How long will it take to call some hire companies and simply ask " What is the minimum age to hire a car?"

In theory yes, but most companies will not accept someone who is under 21 or driving less than a year.

i passed my test at 18 in UK
i needed to hire a car the following year to go from London to Coventry
i hired one from hertz
i had no problem then
(last year)

21 is the minimum. If you find you can hire, I assure you that you are not insured.
