Yes they can, and red/green are the most common colors.
Colorblindness is a sex-linked trait - the X chromosome is responsible. Since it only takes one 'good' X chromosome to prevent color blindness, women can be carriers without being colorblind themselves. However, if a man has a defective X chromosome, he will be colorblind, since he doesn't have a second X chromosome to back it up and take over.

Yes, women can be color-blind too, but it's very rare compared to a man's chances.
