India and it's possible enemies China and Pakistan already have nuclear weapons, and this deal will have controls on the civilian use. I don't think the deal is making this slow arms race worse, possibly it is preventing India from making a deal to buy fuel from Iran and funding the Iranian program.

Possibly there will be an arms race in Asia with North Korea, South Korea, and Japan. China could react to Japan, and India then react to China.

Hope not.
The way things are now though, it seems to be heading that way. If N. Korea still playing tough and wouldn't cooperate and comply with the UN and the talks, it would further fuel doubts on whether Japan or S. Korea will get one of their own.
And after that, God knows what will happen.
