Put on complete new brake lines and now I can actually stop but only when I put the pettle to the floor.

You still have air in the brake lines. Start bleeding from the right rear bleeder, then left rear, right front, left front. You may have to do this a few times.
Go to www.autozone.com. They have photos and instructions.

Provided it has rear drum brakes and the auto adjuster is functioning they should adjust by backing up and putting the brakes on firmly (could take several times) if they don't, get them serviced. Chances are the auto adjusters are froze up.

sounds like they need bled.the way i adjust up the rear brakes on mine(and they will put you on your nose)is i take off the drum and tighten the brakes up so the drum will just slide on and where i have some drag on my brakes.
