Legends of the Fall. It's not a particularly great movie, but I think it qualifies for the saddest, when you consider every single character is competing with the others on who has the saddest, most tragic life. Every tragic event is trumped by another as the film progresses.

Someone beat me to it but it's "Imitation of Life" starring Lana Turner. I remember watching it with my mom years ago and I began crying my eyes out. And my mom had tears, too.
It is a definite tear jerker.
Now everytime I see it on TV, I know the tears will come toward the end and they always do.

I've never been able to finsh watching "Sling Blade." I know it's not supposed to be a sad movie but Billy Bob Thornton's character just breaks my heart.
