If you're talking about one light, use 0.75²mm or 1.00²mm 3 core flex.

I live in Florida and had a fluorescent fixture on my carport. I had a lot of problems with the ballast, which, I guess controls its on and off. I was always having to fiddle with that light. I'm not sure if this helps you, but here we have rust and moisture. If your garage is "pretty airtight" I don't think it would be much of a problem. I don't think the temp would affect it that much either. You know, you might want to consider led track lighting. In some cases I like that lighting, but in others it bothers me. Good luck.

If you are referring to a direct, wired-in fixture, and you want to convert it to a plug in, portable fixture, yes, just put a regular power cord on it.

However, you can often find "shop lights" that come prewired for as little as 10 bucks so it might be easier to just buy one ready-made.

You can also buy compact flourescent lightbulbs anywhere now, and just screw them into any light receptacle, including any portable lamps.
