To flail is to "flounder around". It is like moving without meaning.

A flail is/was used in farming to separate grain from the stalks of wheat and other grain..in basic form,it was 2 lengths of a pole joined by a chain between them,and was used by swinging one whilst holding the other. The martial arts Nunchaku is a development of the flail as a weapon. the phrase "Flailing around" could be taken to mean a discoordinated movement of the limbs,like someone trying to fend off an attack by randomly swinging the arms...
