What management objectives does the U.S. postal service use in order to govern its employees in the handling of periodicals (magazines, newspapers, etc.) within a reasonable time? I have heard it is seven days from day of receipt by USPS to delivery to USPS/periodical customer, but am unable to confirm that time period.

The set number of days turn around system really isn't used by the USPS at this point, at least as far as periodicals go. Shippers agree to bring their shipments into the system on specified days and the delivery on specific days is arranged by USPS. You would need to contact a representative at a local post office for specifics but I can say conclusively that programmed delivery is alive and well in the USPS.

Their priority rest with first class and priority mail. They deliver the other stuff when they get around to it.
