Both parties are very guilty of it! Look at the Kennedys, Look at Dick Cheney, his oldest daughter is under secretary of state! It goes beyond party lines, the spoils system was originally institued by Andrew Jackson. It has led to payroll padding by officials and a huge waste of our hard earned tax dollars.

Yes a merit system would certainly cut alot of waste in govt. A strong president with a strong cabinet could cut out alot of waste however that will never happen in my lifetime

There already is a merit system - Civil Service test. Most of the jobs covered under civil service were at one time nepotism jobs. However, Jackson had it right - To the victor goes the spoils. Winning an election means the people support your positions and you should shape the government how you see fit with whom you see fit.

Cheney's daughter is not undersecretary of state. But if she was the most qualified for the position, then the people should want her in, no matter who she is related to.
