I'd definitely say Blair is more INTELLIGENT than Bush.
Can you imagine what's going through poor Blair's head when he has to listen to this redneck Bush babble; in the motherland of the English language, the birthplace of Shakespeare and the home of Oxford.

I still think Blair but that could be just my prejudice and maybe Bush is just a bad public speaker or on some day's I think he's an unaware puppet of interest groups like the PNAC
