At Crystal River, Florida, you can go see Manatee.
The Camon Islands has a 200 plus foot visibility.
Micronesia has some of the best diving in the world.
For some good fun diving, go to some of the gravel pits and or strip mines in Missouri & Illinois.. The water is usually clear and it is safe.
Want a real thrill ?? Go to the North Pole and go diving under the ice cap..
You have a safe dive.. Do not forget to take your buddy.

I would say Papua New Guinea. I have done large parts of the great barrier reef in Australia, Indonesia, and the Maldives. I put Papua New Guinea above them all because there has been a lot less tourism, and the water is less polluted. People tend to damage the reefs when they dive and you can really see the difference with something that is pretty untouched.

I'd recommend the Kungkungan Dive Resort, Manado Sulawesi - in Indonesia :
