Easy........change your mouse mat, optical mice do not respond well to certain surfaces. Try using it directly on your desk or even a bit a A4 paper to test this.
Also make sure there isn't a build up of dust in the little hole with the red light in it.

start by examining the mouse, look around the area where the light is and check for hair, or debri; even the slightest amount of dust can cause the mouse to malfunction....also if it is a wireless mouse, check your batteries and be sure they are fresh. Next check the area you are using the mouse, an optical mouse works best on a dull surface that doesn't reflect light, so try setting it on a dark piece of paper or a mouse pad and see if reacts better. Finally go into the control panel and open the mouse properties page, you may have the sensitivity set too high, play around with the settings until it works the way you want it to.

this can properly be led to with techniques from dust construct up contained in the mouse. there's a door on the bottom you could twist off. try this, then get rid of the ball. There are some little wheels in there that that ball turns hostile to. in the journey that they are crudded up, scrape the dust off. turn the little wheels and save scraping till eventually the wheels are dust-loose. Then reassemble.

I'd agree with "Helping since . . ." especially if a wireless mouse and the batteries are going. Mine has a berserk attitude problem when that happens.
As a long shot, have you run anti-virus on your machine lately?

If you have one of the kind that has the ball underneath it may be wearing out - you might need a new one. If you do, get the optical kind - they aren't that expensive anymore and should last longer.

Its dirty, you will have to remove the little ball by turning the holder counter clockwise and cleaning the little roller inside of lint buildup
